KEY RESULT:

MCP is engaged by Armstrong County to serve as the County’s program manager for a multifaceted public safety capital improvement initiative. The County has undertaken a two-county P25 digital trunked radio implementation project along with a new EOC facility that will also house the county PSAP and a two-county rural broadband deployment through the federal BTOP grant program. The EOC and radio projects are designated for completion in late 2012 with the broadband deployment scheduled for completion in 2013. MCP will oversee all aspects of project integration, scope, schedule, and budget. Oversight includes capital and operations budget projections; architectural, engineer, and equipment vendor oversight; system implementation; commissioning and decommissioning.

Armstrong County, Pennsylvania: Executive Consulting & Master Planning, Interoperable Regional Radio Systems, EOC Oversight and Migration Plan

Challenge:

Armstrong County 9-1-1 (County) has identified a series of needs to upgrade emergency and nonemergency communications throughout the county.

  1. The County has teamed with Indiana County to seek federal grants originating from the BTOP program in an effort to provision broadband capability throughout rural localities in the two counties.
  2. The County is also advancing replacement of an aging public safety VHF radio system with a P25 compliant digital radio system.
  3. A third initiative is to design and construct a new county EOC and PSAP.

Solution:

The MCP team is providing a program for defining a programmatic approach and alternatives relative to purpose, scope, cost and schedule associated with the county communications mission. The County Commissioners, County Planning and Development and Public Safety Departments are looking to MCP to manage and administer all aspects of converging the three projects into a comprehensive solution.

  • The broadband initiative is being managed as a two-county public private partnership that offers rural broadband capability to underserved areas. The County is leveraging the broadband network by using it for all levels of connectivity for public safety radio, county telephony and data transport.
  • The P25 radio system is being developed by leveraging a master switch in Westmoreland County for trunked 800MHz capability with 95/95 portable coverage
  • The EOC project is being programmed by MCP in coordination with SCHRADERGROUP Architecture, LLC. The intended completion date is July 2012 in preparation for install of the new radio system.

MCP is developing capital and operating budgets as well as managing the scope of various vendors, professional service providers and contractors on behalf of the county.
