MCP Provides On-Call Consulting for Butler County, PA,
Department of Emergency Services
Challenge:
Facing continuing challenges with operational, technology and policy issues, Butler County needed an independent resource with extensive emergency communications expertise and experience.
Butler County has selected MCP as an on-call consultant for public safety communications. The initial engagement is an evaluation of the interoperable UHF radio system functionality and application by the first responder community. The County recognizes a need to develop a future path for the system users. Items being addressed include: system capacity, feature and functionality of mobile data and operating guidelines.
Solution:
MCP has performed a forensic audit of radio system usage. The audit results suggest development of a recommendation set for short and long-term public safety interoperability. The audit includes user interviews, a system overview and process analysis. Voice and data communications were assessed to define the appropriate system and user recommendations relative to radio interoperability, radio channel usage, saturation, allocation and paging. MCP also developed recommendations for county-wide call signs.
As a result of the initial audit, recommendations were made to the Butler County Communications Council. The council consists of leaders within the first responder community, as well as elected officials and public representatives.
In addition, Butler County has retained MCP for 9-1-1 and emergency dispatch consultative services.
