Moderator: MCP’s Stacy Banker, Facilities Design Manager
Stacy Banker, ENP, PMP, is the Manager of Facilities Design at Mission Critical Partners, bringing over 37 years of public safety experience. She leads projects focused on planning, designing, and integrating PSAPs and emergency operations facilities across federal, state, and local levels. With expertise in facilities, technology, operations, staffing, and consolidation, Stacy delivers strategic guidance to enhance emergency communications. She holds an MBA in Public Administration and is certified as an ENP and PMP.
Speaker: MCP’s Lisa Shorter, Project Manager
Lisa Shorter is a Project Manager at Mission Critical Partners with over 26 years of experience in 911 and emergency management. Known for her solution-focused approach, she excels at delivering complex, multimillion-dollar projects on time and under budget through strong communication and leadership. Lisa’s work spans federal, state, and local levels, with a focus on facility planning, grant management, stakeholder coordination, and policy development. Her commitment to collaboration and mission-driven outcomes has earned her multiple industry awards and commendations.
Guest Speaker: Bureau Chief Mark Mears, Pueblo County Sheriff’s Office
Chief Mears has been serving the Pueblo County Sheriff’s Office since 1995. As Bureau Chief, Mark’s responsibilities include oversight of Law Enforcement, Emergency Management, Volunteer Programs, and 911 operations for Pueblo County. With a steadfast dedication to public service, the Chief is a sworn law enforcement officer and is a Captain at the Pueblo West Fire Department. He brings his decades of experience to bear in policy setting and strategic planning as an appointee for several local, regional, and state public safety boards and committees.
Guest Speaker: Director Shawnna Clementi, Pueblo County Sheriff’s Office
With nearly 30 years in the 911 profession, Shawnna has led the Pueblo County Sheriff’s Office 911 Center since 2019. The center was the first in the state to become a National Center for Missing and Exploited Children and has maintained National accreditations and certifications in both NENAs training program and International Academy of Emergency Dispatch for over a decade. Shawnna continually seeks out opportunities to enhance the job experience, improve processes and ease the stresses associated line-level 911 fatigue. Her efforts have earned her numerous awards and commendations in her agency.
Guest Speaker: Joshua N. Mandell, AIA, NCARB, LEED AP BD+C, FGM Architects inc. – Principal and vice president
Josh specializes in fire service, emergency communications and law enforcement facility assessment, planning, design, construction documentation and contract administration. He applies nearly three decades of hands-on leadership to each commission. Josh excels in budgeting and feasibility studies, distilling complex programs of need into high-functioning, state-of-the-art designs for public safety agencies – new and renovation alike. He is a dedicated communicator and shines in a collaborative, iterative environment. Josh is a graduate of Arizona State University and Washington University in St. Louis and is licensed in multiple jurisdictions. He enjoys attending his sons’ school and sporting events and travelling with his family.

Mike Reitz has served as 911 Director at Chatham County, North Carolina since 2017. There he oversees 911 operations, maintains responsibility for the public safety radio network, and contributes to the agency’s development through dedicated strategic planning. As a member and Chapter past-President at Association of Public Safety Communications Officials (APCO), he focused on promoting legislation, providing essential training, and encouraging networking among professionals in the field. Previously a field responder and telecommunications officer, Mike’s professional life reflects a strong focus in crisis communications and emergency response.
